PROPOSED SANITARY PUMPING STATION ON HIGHWAY 148 (intersection of Drive In Road and Pembroke Street East) – DCR Addendum Filing – comments received until October 25, 2025

The Ministry of Transportation (MTO) and Parsons Inc. have completed the Design and Construction Report (DCR) Addendum for the Detail Design and Class Environmental Assessment (EA) Study, which includes the addition of a new sanitary pumping station at 127 Drive-In Road.

Project Overview

The Highway 148 sanitary pumping station is a vital component of the previously planned infrastructure improvements along Highway 148. The pumping station will address the need for a reliable sanitary sewer system to support current and future developments.
Environmental Assessment Process
The Detail Design followed the approved planning process for a Group B undertaking under the Class Environmental Assessment for Provincial Transportation Facilities (2000), with the opportunity for public input throughout.
Need for Pumping Station
MTO initially intended to install a gravity sewer system along Highway 148 to connect to the existing sanitary maintenance chamber at Robinson Lane. However, after evaluating road elevation, house basements, and the existing sanitary sewer pipe, it was determined that an alternative to the gravity sewer system was required. In consultation with the Township of Laurentian Valley, a sanitary pumping station will be installed to support the sanitary sewer system and provide services to properties southeast of Robinson Lane.
Location
The pumping station will be located at 127 Drive-In Road, at the intersection of Highway 148 and Drive-In Road.
Current Design
The pumping station is designed to service the sanitary sewer system from Robinson Lane to Drive-In Road.
Existing houses on both sides of the road will connect to the new sanitary sewer, which will be installed as part of the Highway 148 improvement work.
The pumping station will connect to a 400-metre sanitary force main running along the eastbound lane of Highway 148.
The force main will discharge into the gravity sewer at the Robinson Lane intersection.

Site Features
•Entrance from Drive-In Road.
•Parking stalls for maintenance access.
•Raised concrete slab with a
1.8 m diameter covered maintenance access for the 8 m deep maintenance chamber. The control panel and venting pipe will also be on the concrete slab.
•Landscape screening to enhance visual appeal.
•Emergency alarm system to prevent overflow and ensure safety.

Future Needs
Future sanitary sewer requirements will be determined by the Township of Laurentian Valley. Any modifications or upgrades to the pumping station will be developed in accordance with the Municipal Class Environmental Assessment (MCEA) process and subject to capital funding. The site includes a concrete pad to accommodate an aboveground backup generator and two 120 gallon propane tanks should they be required and installed by the Township.
