Highway 148 at Greenwood Road to the Quebec Border Detail Design
and Environmental Assessment Study (G. WP. 239-00-00)

The Project: The Ministry of Transportation of Ontario (MTO) has retained Morrison Hershfield Limited (MH) to undertake the Detail Design and Environmental Assessment Study for the rehabilitation of Highway 148 at Greenwood Road to the Quebec Border in the County of Renfrew. 

This project generally includes: 

• Pavement rehabilitation;
• 2.5 m paved shoulders along the highway;
• New right-turn lane at Hazley Bay Drive;
• Drainage improvements; and
• Removal of the existing CPR overhead structure and replacement with a culvert.
In order to facilitate the replacement of the CPR Bridge, a short-term closure of Highway 148 between Hazley Bay Drive and Greenwood Road will be implemented. During this time traffic will be detoured along Hazley Bay Drive, Forest Park Road, Beachburg Road and Greenwood Road. Impacted property owners will be notified prior to the detour. Upon completion of construction, the Hazley Bay Drive and Forest Park Road connection will be closed with a gate to prevent vehicles from using the intersection. 
The Process: This project has been classified as a Group 'B' undertaking under the Class Environmental Assessment for Provincial Transportation Facilities (2000) with the opportunity for ublic input throughout. A Design and Construction Report (OCR) has been prepared and is now available for review and comment. The OCR provides background information about the study, presents the proposed improvements to Highway 148, describes construction staging and proposed mitigation, and provides an overview of the consultation that has occurred throughout the study. 
The OCR will be available for a 30-day public review starting August 30, 2018, and ending October 1, 2018. Please inform the Project Team members listed below if you have any comments or concerns with the project, or the findings of the OCR. The aspects of the project described in the OCR will be eligible to proceed to construction following the completion of the 30-day review period. The Project Team will respond to all comments generated during the 30- day public review; however there is no opportunity to request a Part II Order ('bump-up') from the Minister of the Environment and Climate Change.
