TOWNSHIP OF LAURENTIAN VALLEY

NOTICE OF PUBLIC MEETING

FOR ZONING BY-LAW AMENDMENT AND APPLICATION FOR SUBDIVISION APPROVAL

In the matter of Sections 34, 36, 51(20)(b), and 51(21) of the Planning Act, R.S.O. 1990, c.P. 13, as amended, the Corporation of the Township of Laurentian Valley hereby gives notice of a combined Public Meeting for the following:

  1. A Public Meeting for an Application for the Approval of a plan of subdivision filed with the County of Renfrew, being County File No. 47-T-13003 (Cooper Subdivision).
  2. A Public Meeting regarding the corresponding Application for Zoning By-law Amendment filed with the Township of Laurentian Valley, being Township File No. Z-2013-05, required to permit the proposed subdivision and layout.

LOCATION OF SUBJECT LANDS

The County of Renfrew has received application No.47-T-13003 for approval of a plan of subdivision on lands comprised of two parcels being Parcel 1 of approx. 7.89 acres in Block F, Judges Plan 366, geographic Township of Stafford and Parcel 2 being 1.74 acres comprised of Lots 349 through 356, Judges Plan 366, geographic Township of Stafford, all in the Township of Laurentian Valley. The lands are located in the built-up are referred to as "Stafford Village’ and is generally located north of Bruham Avenue (Renfrew County Road 58), abutting Donald Street, Allen Street, Leach Avenue and Third Avenue and bounded by the CN right-of-way, as shown on the Key Map. The Township of Laurentian Valley has also received a corresponding application for Zoning By-law Amendment File No. Z-2013-05, for the same lands.

PUBLIC MEETING

A PUBLIC MEETING TO INFORM THE PUBLIC OF THE PROPOSED SUBDIVISION AND ZONING BY-LAW AMENDMENT WILL BE HELD ON TUESDAY, FEBRUARY 4th, 2014 AT 5:30 P.M. AT THE TOWNSHIP OF LAURENTIAN VALLEY MUNICIPAL OFFICE LOCATED AT 460 WITT ROAD.

DESCRIPTION OF APPLICATIONS

Plan of Subdivision County of Renfrew File No. 47-T-13003

The proposed residential plan of subdivision consists of 33 single detached dwellings, 8 semi-detached dwellings on 4 blocks and 16 townhouse dwellings on 1 block. The subdivision will include the extension of Third Avenue to a new cul-de-sac; the extension of Donald Street to Third Avenue and the extension of Leach Avenue from Allen Street to Donald Street. Approximately 0.48 acres of land will be also dedicated for parkland, located at the end of the new cul-de-sac. The lots are to be serviced by both piped municipal water and sewer services.

Purpose and Effect of Zoning By-law Amendment Z-2013-05

The purpose of the proposed amendment to Comprehensive Zoning By-law No. 08-04-391 of the Township of Laurentian Valley is to rezone the subject lands to recognize the proposed subdivision layout and permit the proposed mixed use residential subdivision comprised of 33 lots for single detached dwellings, 4 blocks containing 8 semi-detached dwelling units and 1 block containing 16 townhouse dwelling units for a total of fifty-seven (57) residential units.

The effect of the proposed amendment is summarized as follows:

Item 1: Lots 1 to 33 inclusive to be rezoned from Residential One-holding (R1-h) to Residential One-Exception Thirty-holding (R1-E30-h) which would permit single detached dwellings and establish special provisions for a minimum lot area of 390m²; a minimum lot frontage of 15 metres; a minimum interior side yard width 1.5 metres; and an exception from Section 3.27(a) (iii) separation distance from lands zoned GM.

Item 2: Blocks 35 to 38 (inclusive) to be rezoned from R1-h to Residential Two-Exception Seven-holding (R2-E7-h) in order to permit semi-detached dwellings, and establish special provisions for a minimum lot area per dwelling unit of 375 m²; a minimum rear yard depth of 15.0 metres; a minimum interior side yard width of 1.5 metres; and an exception from Section 3.27(a) (iii) separation distance from lands zoned GM.

Item 3: Block 34 to be rezoned from R1-h to Residential Three-Exception Four-holding (R3-E4-h) to permit townhouse dwellings and establish special provisions for a minimum rear yard depth of15.0 metres; an minimum interior side yard width of 1.5 metres and an exception from Section 3.27(a) (iii) separation distance from lands zoned GM.

Item 4: Block 42 to be rezoned from R1-h to Open Space-holding (OS-h) to recognize land to be used for a neighbourhood park.

A holding zone would continue to be applied. With a holding symbol the principle of development is established with the original amendment but the holding symbol then remains in place until such time as the subdivision receives approval and a subdivision agreement is entered into between the Owner and the Township and any other conditions for removal of the holding symbol as identified by resolution of Council are met.

If a person or public body does not make oral submissions at a public meeting, if one is held, or make written submissions to the County of Renfrew in respect of the proposed plan of subdivision before the approval authority (being the County) gives or refuses to give approval to the draft plan of subdivision, and/or if a person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Laurentian Valley in respect of the proposed Zoning By-law Amendment before the by-law is passed, the person or public body is not entitled to appeal the decision of the County of Renfrew and/or the Township of Laurentian Valley, to the Ontario Municipal Board.

If a person or public body does not make oral submissions at a public meeting, if one is held, or make written submissions to the County of Renfrew in respect of the proposed plan of subdivision before the approval authority gives or refuses to give approval to the draft plan of subdivision and/or if a person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Laurentian Valley in respect of the proposed Zoning By-law Amendment before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so.
