NOTICE OF APPLICATION FOR SUBDIVISION APPROVAL AND ZONING BY-LAW AMENDMENT

AND NOTICE OF PUBLIC MEETING

In the matter of Sections 34(10.7), 36, 51(20)(a)&(b), and 51(21) of the Planning Act, R.S.O. 1990, c.P. 13, as amended, the Corporation of the Township of Laurentian Valley hereby gives notice of the following:

  1. An Application for Approval of a plan of subdivision being County of Renfrew Application 47-T-14001 (Burcom Subdivision).
  2. An Application for Zoning By-law Amendment filed with the Township of Laurentian Valley, being Township File No. Z-2014 -01, required to permit the proposed Burcom Subdivision.
  3. A Joint Public Meeting regarding the proposed subdivision File 47-T-14001 filed with the County of Renfrew and the corresponding Application for Zoning By-law Amendment filed with the Township of Laurentian Valley, being Township File No. Z-2014-01

PUBLIC MEETING

A PUBLIC MEETING TO INFORM THE PUBLIC OF THE PROPOSED SUBDIVISION AND ZONING BY-LAW AMENDMENT WILL BE HELD ON TUESDAY, MARCH 4th, 2014, AT 5:30 P.M. AT THE TOWNSHIP OF LAURENTIAN VALLEY MUNICIPAL OFFICE LOCATED AT 460 WITT ROAD.

LOCATION OF SUBJECT LANDS

The County of Renfrew has received application No.47-T-14001 for approval of a plan of subdivision on an approximately 19 hectare (46.95 acre) parcel of land in Part of Lot 36, Concession 1, geographic Township of Stafford, in the Township of Laurentian Valley as shown on the Key Map. The lands are bounded by TV Tower Road, Lloyd Drive, Matthews Avenue and lands in the City of Pembroke. Access is proposed from TV Tower Road and Lloyd Drive. A corresponding application for Zoning By-law Amendment File No. Z-2014-01 has also been filed with the Township of Laurentian Valley for the same lands.

DESCRIPTION OF APPLICATION

Plan of Subdivision County of Renfrew File No. 47-T-14001

The proposed residential plan of subdivision consists of 156 lots for single detached dwellings, 46 freehold semi-detached dwellings on 23 lots and 111 freehold townhouse dwelling units on 18 blocks, for a total of 313 residential units proposed. The subdivision will include, the creation of several interior roads with access to the development proposed to be from TV Tower Road and Lloyd Drive, along with a parkland block and a stormwater management block. The lots are to be serviced by both piped municipal sewer and water services.

Purpose and Effect of Zoning By-law Amendment Z-2014-01

The purpose of the proposed amendment to Comprehensive Zoning By-law No. 08-04-391 of the Township of Laurentian Valley is to rezone the subject lands to permit the proposed mixed use residential subdivision on municipal sewer and water services as described above. For ease of reference, the lot and block numbers as indicated on the draft plan submitted with the application are used to summarize the effect of the proposed amendment as follows:

Item 1: To rezone Lots 2 to 13, 31 to 49, 66 to 72, 86 to 92, 99 to 102, 121 to 125, 135 to 137, and 166 to 177, and Block 201, from Rural (RU) to Residential One-Exception Thirty-One-holding (R1-E31-h) and establish provisions for the R1-E31 zone as follows: minimum lot area of 380 m²; minimum lot frontage of 12.2 metres; minimum interior side yard width of 0.6 metres on one side and 1.2 metres on the other; minimum exterior side yard width of 4 metres; and a maximum lot coverage of 45%.

Item 2: To rezone Lots 1, 14 to 30, 50 to 65, 73 to 85, 93 to 98, 103 to 120, 126 to 134, 138 to 142, 178 and 179, from Rural (RU) to Residential One-Exception Thirty-Two-holding (R1-E32-h) and establish provisions for the R1-E32 zone as follows: minimum lot area of 450 m²; minimum lot frontage of 15.2 metres; minimum interior side yard width of 0.6 metres on one side and 1.2 metres on the other; minimum exterior side yard width of 4 metres; and a maximum lot coverage of 45%.

Item 3: To rezone Lots 143 to 165 from Rural (RU) to Residential Two-Exception Eight-holding (R2-E8-h) and establish provisions for semi-detached dwellings in the R2-E8 zone as follows: minimum lot area per dwelling unit of 275 m²; minimum lot frontage per individual dwelling unit of 9.15 metres; minimum interior side yard width of 1.2 m for exterior wall, and minimum exterior side yard width of 4 metres for exterior wall; and a maximum lot coverage of 45%.

Item 4: To rezone Blocks 180 to 197 from Rural (RU) to Residential Three-Exception Five-holding (R3-E5-h) and to establish special provisions for a four unit or multiple attached dwelling a minimum lot area per individual dwelling unit of 200 square metres; a minimum lot frontage per individual dwelling unit of 6 metres, minimum interior side yard width of 1.5 metres for exterior walls, minimum exterior side yard setback of 3.0 metres for exterior walls; and a maximum lot coverage of 55%.

Item 5: To rezone Blocks 198,199 and 200 from Rural (RU) to Open Space-Exception One-holding (OS-E1-h) to recognize land to be used for a neighbourhood public park and stormwater management system respectively.

Item 6: To rezone Blocks 202 and 203 from Rural (RU) to Community Facility-holding (CF-h) to recognize lands to be used for a sewage pumping station and future road access respectively.

Item 7: To rezone Block 204 from Rural (RU) to Highway Commercial-holding (HC-h).

A holding zone would be applied to the subject lands. With a holding symbol the principle of development is established with the original amendment but the holding symbol then remains in place until such time as the subdivision receives approval, a subdivision agreement is entered into between the Owner and the Township and any other conditions for removal of the holding symbol as identified by resolution of Council are met.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the County of Renfrew in respect of the proposed plan of subdivision before the County gives or refuses to give approval to the draft plan of subdivision, and/or if a person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Laurentian Valley in respect of the proposed Zoning By-law Amendment before the by-law is passed, the person or public body is not entitled to appeal the decision of the County of Renfrew and/or the Township of Laurentian Valley, to the Ontario Municipal Board.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the County of Renfrew in respect of the proposed plan of subdivision before the County gives or refuses to give approval to the draft plan of subdivision and/or if a person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Laurentian Valley in respect of the proposed Zoning By-law Amendment before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so.
