Notice of Public Meeting of July 21, 2020 for Amendment to the Community Improvement Plan (CIP)

NOTICE OF PUBLIC MEETING
AMENDMENT TO THE COMMUNITY IMPROVEMENT PLAN (CIP)

TAKE NOTICE that the Township of Laurentian Valley will hold an electronic PUBLIC MEETING ON  TUESDAY JULY 21, 2020, at 5:30 p.m pursuant to Sections 28 (4) and (5) of the Planning Act, R.S.O. 1990, c.P.13, as amended to review and discuss a proposed amendment to the Township of Laurentian Valley Community Improvement Plan (CIP).

AS THIS WILL BE AN ELECTRONIC PUBLIC MEETING WITH NO PHYSICAL IN PERSON ATTENDANCE DUE TO COVID-19, OPPORTUNITIES ARE BEING PROVIDED FOR LIVE INPUT ELECTRONICALLY, IN ADDITION TO A VARIETY OF OTHER OPPORTUNITIES TO SUBMIT COMMENTS OR CONCERNS PRIOR TO THE MEETING, SO THAT THEY CAN BE CONSIDERED BY COUNCIL PRIOR TO A DECISION BEING MADE ON THE APPLICATION.

You are strongly encouraged to contact the Township if you have any questions prior to the Public Meeting and provide written comments to Township Staff prior to the Public Meeting.  The electronic public meeting will be broadcast live to the Township’s YouTube channel, with opportunities for public input during the meeting through ZOOM or by calling in. For instructions on how to connect to the electronic public meeting, check the Township website closer the meeting date and check the Council Agenda for the July 21, 2020, or contact the Township office at 613-735-6291 or at info@lvtownship.ca requesting information on how to access the July 21, 2020 Public Meeting. It is strongly encouraged that you speak with Township staff prior to the meeting if you intend to provide verbal comments during the meeting. We appreciate your understanding and cooperation as we work to limit the spread of COVID-19.

PURPOSE, EFFECT & LOCATION OF AMENDMENT TO THE COMMUNITY IMPROVEMENT PLAN
The purpose of the Community Improvement Plan is to guide the Township of Laurentian Valley’s revitalization efforts to encourage the rehabilitation and improvement of privately held lands throughout the Township. The CIP previously adopted by Council established a package of grant programs to stimulate revitalization of the Township’s commercial areas and add value to existing agricultural uses and rural tourism areas.  The purpose of this amendment is to add an additional grant category for businesses to undertake improvements to meet COVID-19 health & safety recommendations and enable them to reopen or increase business operations. 

Once approved by Council, the amendment to the Community Improvement Plan (CIP) will enable the Township to give financial incentives to business owners through a matching 50% grant for eligible expenditures on improvements/construction related to COVID-19 public health and safety improvements, up to a maximum grant of $5000.00. It is intended that the grant would retroactively cover eligible costs incurred retroactive to March 17, 2020, the beginning of the Provincial Emergency declaration due to COVID-19.   The lands affected by the Community Improvement Plan include the entire Township and therefore, a key map is not attached.

COPIES of the proposed Amendment to the Community Improvement Plan and any additional information are available on the Township website at www.lvtownship.ca or by contacting the Township Office at 613-735-6291 during regular office hours and arrangements can be made to either email or mail out any additional information.  Questions related to the amendment to the Community Improvement Plan (CIP) should be directed to either Lauree Armstrong, Township Planner or Navada Sargent, Planning Administrative Clerk.

ANY PERSON may participate in the electronic public meeting and/or make written or verbal representation either in support of or in opposition to the proposed amendment to the Community Improvement Plan.

If a person or public body would otherwise have an ability to appeal the decision of Township of Laurentian Valley to the Local Planning Appeal Tribunal (LPAT) but the person or public body does not make oral submissions at a public meeting or make written submissions to Township of Laurentian Valley before the adoption of the amendment to the Community Improvement Plan, the person or public body is not entitled to appeal the decision.  If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Township before the adoption of the amendment Community Improvement Plan, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal (LPAT) unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
