NOTICE OF APPLICATION FOR ZONING BY-LAW AMENDMENT
AND NOTICE OF PUBLIC MEETING

TAKE NOTICE that pursuant to the requirements of Section 34(10.7) of the Planning Act, R.S.O. 1990, c.P.13, as amended, the Corporation of the Township of Laurentian Valley advises that an application for amendment to Comprehensive Zoning By-law No. 08-04-391 of the Township of Laurentian Valley has been received and was deemed to be a complete application pursuant to the requirements of the Planning Act.  AND FURTHER, TAKE NOTICE that the Corporation of the Township of Laurentian Valley will hold a PUBLIC MEETING ON TUESDAY, JANUARY 8TH, 2019 at 5:30 p.m. at the Township Municipal Office at 460 Witt Road, to consider the proposed amendment to Comprehensive Zoning By-law No. 08-04-391 of the Township of Laurentian Valley.  The amendment has been prepared in accordance with the provisions of Sections 34 and 36 of the Planning Act, R.S.O. 1990, c.P.13, as amended.                                                                                              

PURPOSE, EFFECT & LOCATION OF ZONING BY-LAW AMENDMENT (File Z-2018-13)

The purpose of the amendment is to rezone the subject lands to also include a manufacturing plant to be located on an approximately 14.9 hectare (36.8 acre) portion of the subject property.  The remaining approximately 25.64 hectares (63.39 acres) of the approximately 40.54 hectares (100.19 acre) site would remain in an EMR zone to retain the possibility for future rezoning to authorize aggregate extraction uses but will also include a manufacturing plant as a permitted use.The effect of the amendment is to establish a General Industrial-Exception Eight (GM-E8) Zone with a special provision to prohibit the use of the property for an accessory residential dwelling, warehouses, fuel storage tanks, and to establish an Extractive Industrial Reserve-Exception Four (EMR-E4) zone with special provisions to also permit a manufacturing plant and to permit the uses permitted in the Extractive Industrial Reserve (EMR) to occur while the holding symbol remains in place for the manufacturing plant use.  The amendment will also have the effect of rezoning a portion of the property from Extractive Industrial Reserve (EMR) to General Industrial-Exception Eight-holding (GM-E8-h) and the remainder of the property from Extractive Industrial Reserve (EMR) and Rural (RU) to Extractive Industrial Reserve-Exception Four-holding (EMR-E4-h).The holding zone will establish the principle of development for the property but will remain in place until the conditions for removal of the holding symbol as established by resolution of Council have been met.  The holding symbol may be removed in phases from the property as the development progresses on site.  The conditions for removal of the holding symbol will include the entering into of a Site Plan Agreement with the Township to be registered on title and that the requirements of the County of Renfrew Public Works and Engineering Department have been met. The lands affected by the Amendment are located within Part Lot 29, Concession A, in the geographic Township of Alice, in the Township of Laurentian Valley, with Item 1 of the Amendment fronting on a section of TV Tower Road that is a Township Road, and the remainder of the lands, Item 2, having portions fronting on both Township Road portions and County Road No.36 portions of TV Tower Road and fronting on Hunts Road.
